Algerian Army General : Protection of Vital Installations a “Strategic Imperative” Amid Rising Hybrid Threats

Algerian Army General Saïd Chanegriha, Minister Delegate to the Minister of National Defence and Chief of Staff of the People’s National Army (PNA), chaired on Tuesday the opening of a seminar, at the National Army Circle in Beni-Messous (Algiers), under the theme “the protection of the country’s vital installations against new threats: reality and prospects for improvement,” according to a statement from the Ministry of National Defence.

“Army General Saïd Chanegriha, Minister Delegate to the Minister of National Defence and Chief of Staff of PNA, presided, this Tuesday April 21, 2026, at the National Army Circle in Beni Messous, over the opening of the works of a national seminar entitled “the protection of the country’s vital installations against new threats: reality and prospects for improvement,” said the source.

Alongside the Secretary General of the Presidency of the Republic, ministers, and the Advisor to the President of the Republic in charge of Security and Defence Affairs, the seminar was attended by the General of Army Corps Commanding the Land Forces, the Secretary General of the Ministry of National Defence, the Commanders of Forces and of the Republican Guard, the Chief of Staff at the Ministry of National Defence, the Commander of the National Gendarmerie, the Commander of the 1st Military Region, department heads, the Army’s Inspector General, the Central Directors of the Ministry of National Defence and of the PNA General Staff, as well as senior officials and university professors.

The seminar opened with an address delivered by the Army General, during which he first welcomed the guests and participants, before underlining that “vital installations have today become true arteries of life, irrigating modern State with security and stability, and constituting an essential component of the national defence apparatus and a pillar of global security.” “Vital installations are no longer limited to simple economic assets, insofar as their role has been consolidated to constitute true arteries of life, irrigating the body of the modern State with security and stability, driving the dynamics of development integration and contributing to the promotion of national security in all its dimensions,” the Army General noted.

Consequently, “protecting vital installations and infrastructure imposes itself as a strategic and rational choice, constituting an essential component of the national defence apparatus and placing itself at the heart of global security,” he added.

The Army General also affirmed that the PNA “contributes in an essential manner to the securing of vital installations and ensures the permanent updating of the intervention plans of intervention teams and their training and the coordination between the different actors concerned.” In this regard, “the PNA, in accordance with the orientations of the President of the Republic, Commander-in-Chief of the Armed Forces and Minister of National Defence, plays a fundamental and central role, contributing through its operational units and security apparatus to the securing of strategic installations through the implementation of protection and intervention plans, in order to face various threats, whether terrorist, sabotage-related, cybernetic, or falling under what is today called hybrid threats.” The PNA also ensures “the permanent updating and development of the intervention plans of intervention teams and their training, as well as planning methods and coordination between the different sectors, and this within the framework of a comprehensive approach based on anticipation rather than reaction, prevention rather than treatment, while consolidating the complementarity between the human factor and modern technologies,” added Army General Chanegriha, who then announced the official opening of the seminar’s works.
