OPEC-Russia Meeting: Importance of Stability in Oil and Energy Markets Emphasized

The significance of stability in oil and energy markets as a driver of economic growth was underscored on Friday in Moscow during the ninth high-level OPEC-Russia energy dialogue meeting, according to a joint communiqué published on the Organization’s website.
Co-chaired by Russian Deputy Prime Minister Alexander Novak and OPEC Secretary-General Haitham Al Ghais, the meeting addressed recent developments in global oil and energy markets, as well as the outcomes of the climate negotiations at COP29, which took place in Baku, Azerbaijan, from November 11 to 22.
A range of issues concerning the oil and energy sectors was discussed, including energy security, the risks posed by underinvestment, and the vital role of market stability in supporting global economic growth.
The meeting also evaluated short-, medium-, and long-term prospects for energy markets. The communiqué highlighted “the valuable and ongoing cooperation between OPEC and the Russian Federation at both technical and research levels.”
In this context, the meeting acknowledged “the positive outcome of the Fifth Technical Meeting of the OPEC-Russia Energy Dialogue, which occurred via videoconference on November 15, 2024.” It emphasized that “this collaboration reflects a commitment to tackling challenges in the energy sector and enhancing market stability.”
The source further indicated that the meeting represented “an important milestone in the energy dialogue and underscores the strategic importance of cooperation between OPEC and the Russian Federation, particularly through the frameworks of the ‘Declaration of Cooperation’ and the ‘Charter of Cooperation,’ as noted on OPEC’s website.”
During the event, Alexander Novak stated that “Russia will continue to play a key role in the oil market, ensuring its status as a reliable supplier,” adding that “OPEC+ member countries maintain constant communication, monitoring market conditions and are prepared to respond flexibly and swiftly to any changes.”
He remarked that “the current mechanism for implementing the OPEC+ agreement is the most effective tool for maximizing oil production efficiency and state revenues.”
For his part, Al Ghais emphasized the essential partnership between the Russian Federation and OPEC at all levels, commending Russia’s leadership role within the framework of the Declaration of Cooperation as co-chair of ministerial meetings involving both OPEC and non-OPEC member states, as well as the Joint Ministerial Monitoring Committee (JMMC) meetings.
The OPEC Secretary-General also spotlighted the OPEC-Russia energy dialogue, describing it as “a dynamic platform that facilitates discussions, knowledge sharing, and exchange of views between both parties.”
The OPEC-Russia energy dialogue is one of the key discussions co-hosted by the Organization with numerous producing and consuming countries, along with international institutions, to gain insights, explore emerging trends, and address industry challenges.
It was agreed that the next high-level meeting of the OPEC-Russia energy dialogue would be held in 2025 in Vienna, Austria, concludes the communiqué.
