Macron’s European Leadership Dream Takes a Hard Hit from Washington

The trade deal reached yesterday between the United States and the European Union underscored the bloc’s continued dependence on Washington, as it failed to significantly ease the impact of tariffs imposed by US President Donald Trump.

The framework deal, announced on Sunday between two economies accounting for almost a third of global trade, will see the U.S. impose a 15% import tariff on most EU goods from next month, which is much more than Europeans hoped for.

In this context, France called the deal a “dark day” for Europe, saying the bloc had caved in to U.S. President Donald Trump with an “unbalanced deal”.

“It is a dark day when an alliance of free peoples, brought together to affirm their common values and to defend their common interests, resigns itself to submission,” Bayrou wrote on X of what he called the “von der Leyen-Trump deal”.

Accordingly, this trade deal underscores that the European Union is not as strong as some of its leaders have claimed—chief among them the French president, who has championed the “dream of strategic autonomy” since taking office in 2017, while France’s internal fragility continues to erode its external influence.

Delphine Deschaux-Dutard, political scientist and deputy director of the Center for Research on International Security and European Cooperation at Grenoble University said earlier that “Paris needs to find the right tone,” adding that “France needs to be diplomatic and not come across as too haughty.”

The U.S. president’s reaction to Macron’s call for a unified European army outside NATO—dismissing it as “an insult to America”—alongside his response to France’s intention to recognize the State of Palestine, highlights that Macron’s aspirations to lead Europe have largely been political illusions. These ambitions may remain unfulfilled as he leaves office, especially amid a worsening internal political and economic crisis characterized by division, rising debt, and a government threatened by no-confidence motions.
