Outcomes of the Algerian Council of Ministers Meeting

ALGIERS – The Algerian President, Supreme Commander of the Armed Forces, and Minister of Defense, Abdelmadjid Tebboune, chaired on Sunday a meeting of the Council of Ministers, which addressed draft laws related to general mobilization, lowering the retirement age for teachers and educators in the education sector, the prevention of drugs and psychoactive substances, as well as presentations including the organization of the African Intra-Trade Fair.

Following the presentation by the Prime Minister on the government’s activity over the past two weeks, in addition to interventions from ministers regarding the draft laws and presentations, the Algerian President issued the following orders, instructions, and directives:

Regarding the draft law on general mobilization:

The Algerian Council of Ministers approved a draft law related to general mobilization, which aims to define the provisions for organizing, preparing, and implementing general mobilization, as stipulated in Article 99 of the Constitution.

Regarding the national multi-faceted strategy to combat drugs and psychoactive substances:

The Algerian President instructed the government to establish specialized penal institutions for major crimes related to drugs.

Regarding the draft law on retirement (lowering the retirement age for teachers and educators in the education sector):

The Council of Ministers approved the reduction of the retirement age by three years for teachers and educators in the education sector, in fulfillment of President Abdelmadjid Tebboune’s commitment to teachers at all three levels (primary, middle, and secondary), and in recognition of their efforts in preparing and shaping future generations.

Regarding the supplementary presentation in the agriculture sector:

Upon the proposal of the Minister of Agriculture, Rural Development, and Fisheries, the Council of Ministers approved a unified national price of 40,000 Algerian dinars for imported sacrificial animals for Eid al-Adha.

The Algerian President emphasized that the new statistical data from the Ministry of Agriculture represents an important first step in putting the sector on the right track, taking into account the development of various branches and expanding irrigated areas.

The President instructed the Minister of Agriculture to closely monitor desert agriculture, focusing on actual field production.

Regarding the organization of the African Intra-Trade Fair:

This fair holds particular importance in encouraging African trade. Therefore, the Algerian President ordered the implementation of all necessary facilitation measures for African partners to participate in this economic event, which will be hosted in Algeria, and the adoption of all procedures and actions to ensure its success for the benefit of both the national and African economies.

He instructed coordination and collaboration between the Ministry of Foreign Trade and Export Promotion, the Ministry of Domestic Trade and National Market Regulation, and the Ministry of Foreign Affairs, National Community Abroad, and African Affairs, to ensure the complete success of the African Intra-Trade Fair, considering Algeria’s experience and its leading role both in Africa and internationally.

General Directives:

President Abdelmadjid Tebboune instructed the government to establish and activate the following bodies within a month, according to the following directives:

One-Stop-Shop: Its main function is focused exclusively on investment, and it is not related to administrative management, whether centralized or decentralized. The purpose of this body is to facilitate investment and overcome all difficulties and obstacles facing investors, especially bureaucracy. As such, it is automatically and legally authorized to initiate and monitor all operations related to investment.

Two National Bodies for Import and Export: The goal of creating these bodies is to achieve efficiency in management according to the new vision and mechanisms. The Algerian President emphasized that the institutional nature of the body responsible for imports, which involves multiple sectors, allows it to proactively work based on accurate information to precisely determine import needs. It ensures swift intervention and the making of the most effective and appropriate decisions in a flexible and correct manner. This body falls under the authority of the Prime Minister.

The Algerian President also instructed the Minister of Foreign Trade and Export Promotion to propose new measures for organizing import operations, as well as for export operations, which the state encourages according to a comprehensive, long-term vision rather than a short-term or ad hoc approach.

The meeting of the Council of Ministers concluded with the approval of decrees regarding appointments and the termination of duties in senior state positions.
