Algeria Explores Stronger Digital Economy Cooperation with Huawei

ALGIERS, April 15, 2026 – The Algerian Minister of Knowledge Economy, Start-ups and Micro-enterprises, Noureddine Ouadah, discussed with the newly appointed CEO of Huawei Telecommunications Algeria, Tony Shi Xiaohua, ways and means to strengthen cooperation in the fields of the digital economy and the development of the start-up ecosystem, according to a statement from the ministry on Wednesday.
The meeting, held on Tuesday at the ministry’s headquarters in the presence of officials from both sides, focused on several areas related to supporting technological transformation in Algeria, notably strengthening the use of artificial intelligence solutions, the same source added.
In this context, both parties discussed ways to acquire specialized artificial intelligence computing equipment (GPUs), amid growing demand for solutions based on large language models, and examined mechanisms to encourage the development of local technologies in this field and their orientation toward national and African markets.
The two sides also addressed the issue of training specialized human resources, emphasizing the importance of investing in research and development by relying on Algerian expertise, as well as opportunities to develop local manufacturing of electronic equipment and involve micro-enterprises in value chains related to this industry.
Discussions also covered prospects for the exploitation of fifth-generation (5G) technology, through supporting the deployment of innovative technological solutions by Algerian start-ups in real-world applications.
At the end of the meeting, both parties agreed to lay the foundations for “serious and effective” cooperation, based on broader involvement of start-ups, in coordination with the business accelerator “A-venture,” the statement concluded.
