Algeria Signs Roadmap to Strengthen Cooperation with OLACDE

ALGIERS, April 21, 2026 – The Algerian Minister of State, Minister of Hydrocarbons, Mohamed Arkab, received on Tuesday in Algiers the Executive Secretary of the Latin American and Caribbean Energy Organization (OLACDE), Andrés Rebolledo Smitmans, who is on a working visit to Algeria from April 21 to 22, at the end of which a cooperation roadmap was signed between the two parties, according to a ministry statement.

This roadmap aims to establish an operational framework to strengthen the partnership through the launch of joint projects and expertise exchange programs, in support of sustainable development and enhanced energy integration between Algeria and countries in Latin America and the Caribbean, the same source specified.

The meeting was attended by the CEO of Sonatrach, Nour Eddine Daoudi, the head of the National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), Samir Bekhti, the president of the Hydrocarbon Regulatory Authority (ARH), Amine Remini, as well as senior officials from the ministry.

After reviewing cooperation relations dating back to Algeria’s accession as an observer to OLACDE in 2001, before obtaining permanent observer status in 2018, both sides reaffirmed their shared commitment to promoting cooperation, particularly in the fields of exploration, production, and resource valorization, in addition to training, research, and development.

The two parties also exchanged views on developments in global oil and gas markets, stressing the importance of strengthening coordination among producing countries to ensure supply security and the stability of international markets.

In this regard, Arkab reiterated Algeria’s commitment to supporting dialogue and international cooperation, particularly within the framework of South-South cooperation, to address challenges facing the energy sector, calling for balanced approaches that take into account the specificities of developing countries and promote a just and sustainable energy transition without compromising energy security.

For his part, the Executive Secretary of OLACDE praised Algeria’s role in the hydrocarbon sector, highlighting its expertise and position as a reliable partner, and commending its contribution to human resource development as well as to the promotion of research and innovation within the organization.
