US Security Guarantees for Ukraine Focus on Deterrence, Negotiations Needed, Rubio

US Secretary of State Marco Rubio stated that security guarantees for Ukraine are primarily aimed at deterrence and require further discussions. He also revealed that Washington has engaged in talks with Kyiv regarding potential territorial concessions.
Rubio emphasized that the US is urging Russia to consider ending hostilities and is awaiting a response from Moscow. He reiterated that negotiations remain the only viable solution to the ongoing conflict in Ukraine. Additionally, he noted that EU sanctions against Russia and the status of frozen Russian assets would be subjects of future discussions.
Regarding diplomatic engagements, Rubio clarified that Washington has no confirmation of a potential visit by US special envoy for the Middle East, Steve Witkoff, to Russia.
