Algeria-Russia: Signing of Nine Agreements and MoUs

ALGIERS, January 30, 2025 – The 12th session of the Algerian-Russian Intergovernmental Mixed Commission for Economic, Commercial, Scientific, and Technical Cooperation, held on Thursday in Algiers, culminated in the signing of nine agreements. The ceremony was overseen by Youcef Cherfa, Minister of Agriculture, Rural Development, and Fisheries, and Dmitry Patrushev, Russian Deputy Prime Minister.

Attendees included Kamel Baddari, Minister of Higher Education and Scientific Research; Konstantin Moguilevsky, Russian Deputy Minister of Science and Higher Education; Boumédiène Guennad, Algerian Ambassador to Russia; Toufik Djouama, General Director for Europe at the Ministry of Foreign Affairs, National Community Abroad, and African Affairs; Alexey Kotcheshkov, Chargé d’Affaires at the Russian Embassy; along with various officials from both nations.

The event began with the signing of the meeting minutes by the commission leaders, Messrs. Cherfa and Patrushev.

Following this, Messrs. Baddari and Moguilevsky signed an agreement recognizing mutual studies, qualifications, diplomas, and university degrees, as well as a memorandum of understanding pertaining to higher education and scientific collaboration.

Moreover, Djamal Hales, General Director of the Algerian Institute for Standardization (IANOR), and his Russian counterpart, Anton Shalaev, Director of the Federal Agency for Technical Regulation and Metrology, formalized a memorandum of understanding regarding standardization and compliance assessment between their organizations.

Cooperation agreements were also established between the University of Science and Technology Houari-Boumediene (USTHB) and Abdelhamid Ben Badis University of Mostaganem (UMAB) with Saint Petersburg Polytechnic University to facilitate student exchanges. Another agreement concerning membership in the Russo-African University Network (RAFU) was also signed.

Furthermore, the National School of Nano Science and Nanotechnology, the University of Algiers 2, and the University of Oran 2 entered into agreements with Saint Petersburg Polytechnic University, while the Higher Normal School of Bou Saada collaborated with Naberezhnye Chelny Russian University.

At the conclusion of the signing ceremony, Cherfa lauded the successful outcome of the 12th session of the mixed commission, asserting that it enabled both parties to conduct a thorough evaluation of their bilateral cooperation. He highlighted that this success reflects “the commitment to fully leverage the potential for collaboration between the two countries across multiple fields, bolstered by the convergence of views and concepts discussed during the meetings.”

The minister further advocated for the ongoing strengthening of Algerian-Russian relations through the realization of joint investment projects based on mutual benefit, encouraging economic operators from both countries to forge bilateral partnerships and implement significant and productive investment initiatives.

In turn, Patrushev praised the outcomes of this session’s work and the bilateral discussions conducted alongside the event, reaffirming his country’s readiness to enhance cooperation, particularly in economic domains.

The Russian official reiteated his country’s commitment to expanding bilateral cooperation in various sectors, including technical, cultural, scientific, and sports. He emphasized that Russia is ready to increase the number of scholarships available for Algerian students who wish to study at Russian universities, which currently host 2,000 Algerian students.
