Algeria’s Arkab to Participate in APPO Ministerial Council Meeting in Brazzaville

ALGIERS – Algerian Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, will participate on Tuesday in Brazzaville (Republic of Congo) in the 48th session of the Ministerial Council of the African Petroleum Producers’ Organization (AРРО), which will discuss several strategic files related to the future of the oil and gas industry in Africa.

The meeting, held under the chairmanship of the Minister of Hydrocarbons of the Republic of the Congo and Chairman of the Ministerial Council for the 2025 session, Bruno Jean Richard Itoua, will be attended by the CEO of Sonatrach, Noureddine Daoudi, and the Chairman of the Hydrocarbon Regulatory Authority (ARH), Amine Remini, as well as ministers of oil and energy from member states and representatives of regional and international financial and energy institutions, the Algerian Ministry of Hydrocarbons and Mines said in a statement.

The council, which is the supreme decision-making body within the organization, will discuss several strategic files related to the future of the oil and gas industry in Africa, the evaluation of the organization’s activities during the year, in addition to the study of the work program and budget for 2026, which focuses on enhancing technical cooperation, developing local content, and supporting the establishment of the African Energy Bank as a financing mechanism for energy infrastructure projects on the continent, the statement said.

The agenda also includes discussing the organization’s institutional reform project, updating its long-term vision and strategy (LTS), as well as approving the report concerning the nomination of the organization’s new Secretary-General, and electing the presidency of the council and the executive bodies for the upcoming term, the source added.

This meeting coincides with the organization of the fourth edition of the African Conference and Exhibition on Local Content (CECLA 2025), held in Brazzaville from November 4 to 7, 2025, under the high patronage of the President of the Republic of Congo, Denis Sassou Nguesso.

This continental event serves as a key platform for exchanging expertise on the development of local content in the oil and gas industries, and for enhancing the participation of African companies in the value chains of the oil and gas sector.

The African Petroleum Producers’ Organization (APPO), established in 1987 at the initiative of Algeria and several other African oil-producing countries, is a high-level institutional framework aimed at coordinating petroleum policies and promoting cooperation and integration in the fields of exploration, production, refining, and technology transfer. The organization also works to enhance the value of Africa’s energy resources, develop the human and institutional capacities of its member states, strengthen African energy security, and address global challenges related to the energy transition and climate justice.

The organization currently comprises eighteen member states: Algeria, Angola, Benin, Cameroon, the Republic of Congo, the Democratic Republic of Congo, Côte d’Ivoire, Egypt, Equatorial Guinea, Gabon, Chad, Ghana, Libya, Mauritania, Niger, Nigeria, South Africa, and Sudan. Through its programs, APPO seeks to strengthen continental initiatives in the energy sector by supporting investment, facilitating the exchange of expertise, and coordinating with global energy organizations, thereby enhancing Africa’s position as a key player in the global energy balance.
