Algeria–Vietnam: Agreements and MoUs Signed in Algiers Across Several Sectors

ALGIERS, 19 Nov 2025 – Algeria and Vietnam signed, on Wednesday in Algiers, agreements and memorandums of understanding in several sectors such as housing, finance and education, during a ceremony co-chaired by Prime Minister Sifi Ghrieb and his Vietnamese counterpart, Pham Minh Chinh, on an official visit to Algeria.
The documents include a memorandum of understanding between the Ministry of Housing, Urban Planning, the City, and the Vietnamese Ministry of Construction, in the areas of housing, urban planning and city development. It was signed by Minister Mohamed Tarek Belaribi and his Vietnamese counterpart, Tran Hong Minh.
In the finance sector, an addendum to the general protocol on debt treatment between the two countries was signed by the Secretary-General of the Ministry of Finance, Kamel Meraghni, and the Vietnamese Vice Minister of Finance.
The two countries also concluded a cooperation agreement in the education sector, signed by the Secretary-General of the Ministry of National Education, Lila Dina Soualili, and the Vietnamese Vice Minister of Education and Training.
A memorandum of understanding was also signed between Houari-Boumediene University of Science and Technology (USTHB) and the Vietnamese Posts and Telecommunications Institute. It was signed by USTHB Rector Djamel Eddine Akretche and the Institute’s Director, Dang Hoai Bac.
Additionally, a declaration of intent was signed between the Ministry of Foreign Trade and Export Promotion and the Vietnamese Ministry of Industry and Trade regarding the launch of negotiations for a preferential bilateral trade agreement. It was signed by Abdeslam Djahnit, Secretary-General of the Algerian ministry, and Vietnamese Vice Minister Phan Thi Thang.
The Algerian Chamber of Commerce and Industry (CACI) and its Vietnamese counterpart (VCCI) also concluded a memorandum of understanding, signed by CACI President Tayeb Chebab and VCCI President Ho Sy Hung.
The ceremony concluded with the signing of the minutes of the 13th session of the Algerian-Vietnamese Joint Commission (16–17 November) by the Algerian Minister of Industry, Yahia Bachir, and Vietnamese Minister of Construction Tran Hong Minh.
In a joint statement with his Vietnamese counterpart, the Prime Minister welcomed the outcomes of this “important visit,” which “reflects the strong will of both sides to promote cooperation in all fields.”
He said the visit would open a “new chapter” in bilateral relations, recalling President Abdelmadjid Tebboune’s commitment to enhancing cooperation with friendly Vietnam under a renewed approach aimed at building a diversified partnership worthy of the historic relations between the two countries.
Vietnam salutes Algeria’s achievements
The Prime Minister added that “establishing a strategic partnership between the two countries is meant to crown a shared vision aimed at seizing every possible cooperation opportunity in various fields, particularly politics, the military, security and the economy.”
He noted that the talks between both sides allowed for “a comprehensive assessment of the state of bilateral relations” and for the adoption of “a set of concrete measures to strengthen cooperation, especially by intensifying political consultation and diplomatic coordination at all levels, and by boosting cooperation in areas such as defense, security and the fight against non-conventional threats, especially cross-border crime.”
Discussions also addressed “mechanisms to encourage economic operators to explore investment opportunities and establish mutually beneficial partnerships,” especially in hydrocarbons, renewable energies, agriculture, industry and infrastructure.
The meeting highlighted “strengthening decentralized cooperation between local authorities and promoting the twinning between the wilaya of Batna and the Vietnamese province of Dien Bien.”
Both parties also agreed to continue coordinating in international and regional forums to support efforts aimed at establishing a more just and balanced international order based on respect for the principles of the UN Charter, non-interference in internal affairs, and the strengthening of South-South cooperation.
The Prime Minister recalled Algeria’s accession last July to the Treaty of Amity and Cooperation in Southeast Asia, noting that this step offers an opportunity to continue working with Vietnam and other ASEAN member countries to build an integrated and constructive cooperation space.
He expressed confidence that Vietnam, “one of ASEAN’s leading countries,” will support Algeria’s request to obtain the status of sectoral dialogue partner with the organization.
For his part, the Vietnamese Prime Minister praised the achievements made by Algeria in recent years, saying they “will contribute to creating a shared dynamic and promoting cooperation in the interests of both countries.”
He added that the two countries “agreed on principles and actions to strengthen their relations” and decided to “elevate these relations to the level of a strategic partnership, reflecting the high degree of political trust at all levels.”
Both parties also agreed to strengthen exchanges of visits between high-level delegations and local officials, to consolidate mutual trust and understanding in political affairs, and to support bilateral and multilateral frameworks related to economy, trade and investment.
