Algeria: Minister Arkab Meets Germany’s Bavarian State Secretary for Economy, Regional Development, and Energy

Algeria’s Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, received on Wednesday at his ministry headquarters Tobias Gotthardt, State Secretary at the Ministry of Economy, Regional Development, and Energy of Bavaria, Germany, along with his accompanying delegation, the ministry announced.

According to the statement, the two sides discussed Algeria-Germany bilateral relations in the fields of hydrocarbons and oil and gas industries, energy engineering and infrastructure, equipment manufacturing—including desalination technologies—and the exploitation and processing of mineral resources. They also reviewed the progress of the strategic energy partnership that has linked Algeria and Germany for several years.

The statement highlighted that both parties expressed satisfaction with the progress made in bilateral cooperation on hydrogen development, particularly through the Southern Hydrogen Corridor (SoutH2) project and the Algeria-European Hydrogen Alliance (ALTEH2A). They also welcomed the outcomes of the recent international meeting in Berlin, which showcased the advancement of these strategic projects, with the participation of a high-level Algerian delegation from the sector.

The discussions also explored opportunities to enhance cooperation through mutually beneficial partnership projects, including natural gas marketing, adoption of low-carbon technologies in the oil and gas industry, development, transport, and marketing of green hydrogen, and the production of related equipment such as electrolyzers. The two sides agreed to expand collaboration in the exploitation and processing of mineral resources, especially phosphate utilization and phosphate fertilizer production, as well as in training, technical assistance, knowledge transfer, and capacity building.

During the talks, Minister Arkab emphasized Algeria’s strategic priority in developing a hydrogen economy, noting that the country is finalizing the legal and institutional framework to attract more investments into hydrogen value chains and decarbonization efforts. He also stressed the importance of cooperation with Germany in advanced technologies and industrial experiences, leveraging them in joint projects beneficial to both countries.

The meeting further addressed prospects for cooperation between Algerian and German companies in the hydrocarbons and mining sectors, highlighting the importance of experience sharing, technology transfer, specialized training, and reducing carbon footprints, in line with Algeria’s national energy transition strategy and global climate protection objectives.
