
ALGIERS – The Algerian President, Supreme Commander of the Armed Forces, and Minister of Defense, Abdelmadjid Tebboune, chaired a cabinet meeting on Sunday to discuss draft laws, including those on civil status, veterinary medicine, and animal health protection, as well as presentations such as the national plan for autism, the Algerian Presidency said in a statement.
Following the Prime Minister’s presentation on the government’s activity over the past two weeks, and the ministers’ remarks on the draft laws and presentations, the Algerian President issued the following orders, instructions, and directives:
General Directives:
At the outset of the meeting, the Algerian President instructed the government to intensify its efforts and operate with greater discipline on the ground to address the genuine concerns of citizens—steering clear of all forms of media spectacle. He emphasized that the implementation and management of major social issues should be carried out in direct coordination with the Prime Minister.
In consideration of the situation of various youth groups, Algerian President Abdelmadjid Tebboune ordered a comprehensive and final resolution of the status of young people involved in small-scale self-import activities, ensuring their protection by integrating them into the formal foreign trade sector and granting them the benefits outlined in the law for self-employed entrepreneurs.
Moreover, the Algerian president ordered granting them the status of economic agents, which would provide them with social and commercial benefits as an alternative to their current illegal status in small-scale import operations through ports and airports. This situation has led to some of them having their goods confiscated and losing their social stability, as they faced the loss of their modest capital.
President Tebboune instructed the Prime Minister to urgently form a committee to define the mechanisms for the activities of these young people, who invest their modest capital in meeting basic needs that have an impact on the market, in limited quantities. Accordingly, he ordered that the committee, chaired by the PM, defines a list of materials that these young people are permitted to import, ensuring the continuity of their activities while adhering to the relevant legal and tax regulations.
In another context, the Algerian President expressed his gratitude to the Minister of Industry and all workers in the sector for the significant progress made in local sugar production and manufacturing, especially with the commissioning of new units and factories.
President Tebboune ordered the implementation of new measures, including the potential establishment of a National Bureau for Sugar, to regulate the market by managing production levels, meeting domestic demand, and overseeing exports, based on precise statistics that will have a positive impact on the central bank.
Regarding the Algerian-Slovenian Partnership:
The Algerian President ordered preparations for a working meeting to follow up on the implementation of all agreements made by the Presidents of both countries across various sectors, with a focus on the pharmaceutical industry, scientific research, and artificial intelligence.
He also ordered a study to prepare for the launch of a maritime line connecting Algeria and Slovenia.
Regarding the Algerian-Omani Partnership:
Algerian President Abdelmadjid Tebboune ordered full attention to be given to investment projects and the implementation of the recommendations and decisions made by the leadership of both countries across various sectors, particularly in agriculture, the automobile industry (Hyundai), as well as the establishment of an Algerian-Omani shipping company, in addition to the launch of a maritime line connecting Algeria and Muscat.
Regarding the Civil Status Draft Law:
Given the significant importance of the civil status field, the Algerian President instructed the Minister of Justice to enrich this draft law with more precision and depth, while streamlining its provisions to ensure responsiveness and address various concerns. This is especially important since Algeria has made considerable progress in digitizing the interior sector, which is a phase that must be followed by strict measures to protect civil status in the country.
Regarding a draft law on the touristic use of beaches:
Algerian President Abdelmadjid Tebboune emphasized the importance of assuming all responsibilities by relevant parties, with efforts being combined, primarily by the local authorities. In this regard, the President of the Republic directed the need for full coordination between the Ministries of Tourism and Interior to properly prepare for the upcoming tourism season.
Presentation on the extent of implementing the recommendations of the Financial Action Task Force (FATF):
President Abdelmadjid Tebboune ordered the implementation of the recommendations in accordance with the regulations set by the Financial Action Task Force (FATF), especially since Algeria has made positive progress in recent years, as reflected in various financial laws that have been adopted with transparency and integrity, as confirmed by international financial institutions, particularly concerning the alignment of the country’s economic data and statistics.
The Cabinet concluded its meeting by approving decrees related to appointments and dismissals in several senior state positions.
