Niger: Tiani Signs Charter of Refoundation, Assumes Presidency

Abdourahamane Tiani, President of the National Council for the Safeguarding of the Homeland, signed the Charter of Refoundation on Wednesday in Niamey, a document resulting from the conclusions of the National Consultations held in mid-February 2025. This signing marks his official assumption of the presidency and his role as Head of State of the Republic of Niger.

During the formal ceremony to implement the outcomes of the National Consultations, which took place at the Mahatma Gandhi International Conference Center in Niamey, Tiani endorsed the Charter of Refoundation, making it effective immediately. The document was published in the Official Journal on the same day.

The Charter elevates Abdourahamane Tiani to the position of President of the Republic and Head of State, establishes a five-year transition period, and dissolves all political parties.

Read by the Secretary General of the Government, Mahamane Roufai Laouali, the Charter also promotes General Abdourahamane Tiani to the rank of Army General and mandates the release of all political and military prisoners.

Additionally, the document prohibits the establishment of foreign military bases on Nigerien territory. In cases of force majeure, the President is required to consult with his advisors before making any decisions.

In a speech given during the event, President Tiani described the day as a “historic moment” for Niger, assuring the public that he would work diligently to fulfill the aspirations of the Nigerien people, safeguard the nation’s sovereignty, and promote its development.

He emphasized that these objectives could only be achieved through “unity, hard work, and sacrifices.”

Reiterating that the interests of Niger “must take precedence,” Tiani called for tolerance and a rejection of hatred.

Finally, he reaffirmed his commitment to tirelessly pursue reconciliation among Nigeriens, foster national unity, and uphold justice, expressing gratitude for the trust placed in him by the Nigerien people.

It is important to note that the Charter of Refoundation is the product of the National Consultations conducted in Niamey from February 15 to 19, which included the participation of 716 delegates representing various national components of Niger.
