UNSC: A3+ Group Urges Sudan’s Conflict Parties to Establish a Ceasefire During Ramadan

NEW YORK (United Nations), March 13, 2025 – The A3+ group at the UN Security Council—which includes Algeria, Somalia, Sierra Leone, and Guyana—called on the conflicting parties in Sudan on Thursday in New York to take advantage of the holy month of Ramadan to implement an immediate and unconditional ceasefire and to initiate dialogue aimed at achieving lasting peace.
“We urge our Sudanese brothers and sisters to seize the opportunity of the holy month of Ramadan to observe a ceasefire and to give way to dialogue over violence,” stated Algeria’s Permanent Representative to the United Nations, Amar Bendjama, in a communiqué delivered on behalf of the A3+ group during a Security Council meeting addressing the situation in Sudan.
In this context, expressing concern over the reliance on military solutions by the conflicting parties—the army and the Rapid Support Forces (RSF)—the group asserted that such an approach will not resolve the conflict. They emphasized that a political process is the only viable option to address this crisis.
“As mentioned in our previous joint statement, the military solution regrettably seems to be the path chosen by the Sudanese actors. The protection of civilians, particularly women, girls, and children, cannot be realized without laying the foundations of a national, inclusive, meaningful, and Sudanese own political process.,” he stated.
“To this end, we call for an immediate and unconditional ceasefire and resumption of dialogue, particularly given the implication for peace and security in the region.”
Furthermore, they reiterated their call for a clear and unequivocal public condemnation of any foreign interference in the Sudanese conflict.
Previously denouncing the escalation of attacks by the RSF against civilians, the group emphasized the need to protect non-combatants. “We condemn all forms of violation being committed against civilians. Civilians in Sudan must be protected. The plight of women, girls, and children is especially important in the application of protection measures,” they insisted, calling for investigations to identify perpetrators and bring them to justice.
In line with this, the A3+ group urged the RSF to halt attacks on civilians, particularly women and children. “We demand
an immediate end to violence against women and girls and other atrocities,” they stressed, emphasizing the necessity for comprehensive protection of these vulnerable groups.
Additionally, they called for an immediate cessation of assaults on healthcare facilities, asserting that these places should not be targeted. “Attacks against critical civilian infrastructure, particularly hospitals, must cease immediately. they cannot in any case be a source of danger or threat and must not be targeted. We call therefore on all the parties to respect their obligation and the international law. particularly international humanitarian law, and to honor their commitment made in Jeddah in May 2023.”
Moreover, the A3+ group highlighted the importance of enhancing humanitarian aid for the benefit of the Sudanese people. “Mobilizing the necessary resources to fund the humanitarian needs and response plan is crucial,” they reiterated.
