REAIM summit declaration calls for maintaining ‘Human Control’ over military AI

SEOUL – South Korea convened a two-day international summit seeking to establish a blueprint on the use of artificial intelligence (AI) in the military field.

According to Yonhap news agency, a joint declaration titled “Blueprint of Action” has been adopted following the Responsible AI in the Military Domain (REAIM) conference, with participants from more than 90 countries, who called for maintaining human control over AI for reliable military to avert the proliferation of mass destruction weapons.

“Appropriate human involvement needs to be maintained in the development, deployment, and use of AI in the military domain, including appropriate measures that relate to human judgement and control over the use of force,” stated the declaration.

“We stress the need to prevent AI technologies from being used to contribute to the proliferation of weapons of mass destruction and emphasise that AI technologies support and do not hinder disarmament, arms control, and nonproliferation efforts.”

The Seoul summit, co-hosted by the Netherlands, Singapore, Kenya, and the United Kingdom, aims to foster ongoing discussions among various stakeholders, as technological innovations are driven by the private sector, but government authorities remain the key decision-makers.
