Canada Files Complaint Against US Tariffs at WTO

GENEVA (Switzerland), March 5, 2025 – Canada has officially filed a complaint with the World Trade Organization (WTO) regarding the punitive 25% customs duties imposed by the U.S. administration on a majority of its imported goods, the organization confirmed on Wednesday.

On Tuesday, Canada’s ambassador to the WTO in Geneva, Nadia Theodore, emphasized in a LinkedIn message that “the U.S. decision leaves us with no choice.” She stated, “I have requested WTO consultations with the government of the United States in regard to its unjustified tariffs on Canada.”

A WTO official confirmed the submission of the complaint, which follows a similar action taken by China, also subjected to a new regime of punitive tariffs—a strategy favored by President Donald Trump. Mexico has faced the same 25% tariffs as well.

This complaint arises amid indications from the U.S. government that it may be open to compromise with its two neighboring countries. On Tuesday, Commerce Secretary Howard Lutnick, when interviewed on Fox Business, explained that he had “been on the phone all day with Canadians and Mexicans,” adding, “The president is listening… I believe he will eventually find a solution with them.” He indicated that a decision might be forthcoming on Wednesday.

The WTO outlines various steps for resolving disputes. Once a complaint is filed, consultations are initiated between the involved parties. If no agreement is reached, the complainant can request the establishment of a special panel composed of three, possibly five, experts. Countries then have the option to appeal the panel’s decision.
