Von der Leyen Urges EU Unity as Russia “Tests Resolve” Amid Drone Threats

European Commission President Ursula von der Leyen on Wednesday called for “urgency and unity” as she accused Russia of “testing” the European Union’s resolve ahead of a key leaders’ summit in the Danish capital.

“Russia is testing our resolve. These are times where it is absolutely paramount that we have a common sense of urgency and unity to address these challenges,” von der Leyen told reporters. She reiterated the need to step up military aid for Ukraine, announcing that €4 billion ($4.6 billion) in support is being dispersed, including €2 billion dedicated to drones. “Our support for Ukraine is ironclad,” she stressed.

Von der Leyen also underlined the importance of increasing pressure on Moscow, pointing to her proposal to provide reparation loans to Ukraine using immobilized Russian assets. EU foreign policy chief Kaja Kallas backed the plan, stating that the assets would be returned to Russia only if it pays reparations. Citing recent airspace violations by drones in multiple member states—including Poland, Romania, Latvia, Estonia, Norway, and Denmark—Kallas said hybrid attacks are intensifying across Europe. While several reports claim Russian origin for the incursions, Moscow has denied responsibility.
