US-Ukraine Security Guarantees “100% Agreed,” Zelenskyy Says Following Trump Meeting

Ukrainian President Volodymyr Zelenskyy said US security guarantees for Ukraine have been “100% agreed” following a high-level meeting with US President Donald Trump at his Mar-a-Lago residence in Florida, as European leaders welcomed what they described as “good progress” toward ending the war. Zelenskyy hailed “great achievements” from the talks, stressing that security guarantees are a key prerequisite for finalizing any peace settlement with Russia.

Speaking to reporters after the meeting, Zelenskyy said that 90% of a 20-point peace plan has been agreed, while US-Ukraine security guarantees are fully settled and broader US-Europe-Ukraine guarantees are close to completion. He added that the military component of the plan is “100% agreed” and that an economic recovery plan for Ukraine is almost finalized. Trump confirmed that talks with Zelenskyy and the Ukrainian delegation would continue, but acknowledged that the most sensitive issue—territorial questions, including eastern regions such as Donbas—remains unresolved, describing it as “a very tough issue.”

Trump said Europe would take on a significant role in Ukraine’s future security architecture, with the United States providing support. European Commission President Ursula von der Leyen said the discussions showed “good progress” and emphasized the need for “ironclad security guarantees from day one.” Leaders from several European countries and NATO Secretary General Mark Rutte joined a joint call during the meeting, with further negotiations expected in Washington as early as January. The developments come amid continued Russian attacks on Ukraine and as Moscow maintains demands for control over eastern regions, underscoring the challenges that remain despite momentum in diplomatic efforts.
