UNSC: Unanimous Adoption of the “Algeria Principles” on Terrorism Financing

The United Nations Security Council has made a significant advancement in the fight against terrorism financing by endorsing a set of guiding principles developed by its Counter-Terrorism Committee, now officially titled the “Algeria Principles.”

Having served a year on the UN Security Council (2024-2025), Algeria is already making a meaningful impact on the international framework for combating terrorism.

The adoption of the “Algeria Principles,” which address terrorism financing through new technologies, serves as a tangible legacy of Algeria’s participation, marking a historic contribution to global peace and security.

This achievement follows intense negotiations over the past year under Algeria’s presidency of the Counter-Terrorism Committee. It enhances previous accomplishments during Algeria’s term on the Security Council and establishes a new international framework to tackle the challenges arising from the rapid evolution of financial technologies.

The formulation of the “Algeria Principles” is the result of rigorous and collaborative efforts that involved extensive consultations among experts from various countries. This process required meticulous coordination with the national institutions of each member state to ensure alignment with international standards.

Drafting the document at times necessitated arduous compromises across several sections, reflecting the diverse perspectives within the international community.

This initiative, characterized by its technical depth, showcases the concerted efforts made to reconcile innovation with security while respecting national sovereignties. It also underscores Algeria’s capacity to mobilize and unite international actors around fundamental principles, striking a balance between technological advancements and security imperatives.

These guiding principles respond to the increasing concern within the international community regarding the exploitation of financial innovations by terrorist groups. They advocate for a comprehensive and balanced approach that preserves the advantages of new technologies while enhancing states’ abilities to prevent and combat their misuse for terrorist purposes.

Thus, the incorporation of the “Algeria Principles” into the official documents of the Security Council reinforces Algeria’s ongoing commitment to fighting terrorism and its leadership role in this domain. This accomplishment represents a lasting legacy of Algeria’s tenure on the Security Council, reflecting its recognized expertise and ability to rally the international community around critical security issues.

The adopted document outlines a structured, comprehensive approach built on four strategic pillars: analyzing emerging risks, adapting regulatory frameworks, strengthening detection mechanisms, and systematically assessing the impact of implemented measures. This framework embodies Algeria’s vision for a balanced response to contemporary security challenges.
