Ukrainian drones target Moscow’s oil refinery and power plant; Russia plans to update nuclear doctrine

MOSCOW – Ukraine launched overnight drone attacks with more than 150 drones, including nine over the Russian capital and its adjacent areas. The strikes targeted an oil refinery in Kapotnya near Moscow and sparked a rank-5 fire in the site, emergency services told TASS.
The Russian Ministry of Emergency Situations reported later that the fire has been localised.
In parallel, three drones attempted to attack the premises of the Kashirskaya power plant in the same region, according to TASS.
The head of the Kashira Municipal District, Mikhail Shuvalov, said that there have been no casualties or damage, and no power outages have been reported.
In line with the escalating stakes, the Russian Deputy Foreign Minister Sergey Ryabkov declared his country’s intention to change its nuclear doctrine, in line with President Vladimir Putin’s earlier statement that the Russian nuclear doctrine is prone to amendment whenever necessary.
“The timeframe for its completion is a rather complicated issue, considering that we are talking about the most important aspect of our national security,” Ryabkov added.
According to the 2020 nuclear doctrine, Russia may resort to nuclear weapons if an enemy employs nuclear or other weapons of mass destruction against Russia and its allies or targets the country’s critical facilities, jeopardising therefore the very existence of Russia.
