President Tebboune Urges Flexible, Realistic Aid Policies to Boost Development Effectiveness

SEVILLE (Spain) – The Algerian President, Abdelmadjid Tebboune, called for more flexible and realistic policies in directing development assistance grounded in genuine partnership and mutual understanding, rather than the imposition of rigid dictates and preconditions that fail to recognize national particularities and local circumstances, emphasizing that imposing regulatory frameworks and rigid standards on aid recipient countries undermines their ability to implement priority projects and diminishes the overall effectiveness of international cooperation.
In an address read on his behalf by Prime Minister, Nadir Larbaoui, at the 4th International Conference on Financing for Development (FfD4) held Tuesday in Seville, Spain, the President underscored the critical importance of fostering international development cooperation and strengthening solidarity among nations.
He particularly emphasized the need to revitalize relevant international frameworks, including the Forum on Development Financing and the Forum on Development Cooperation, as inclusive multilateral mechanisms that contribute to the success of development support initiatives.
Despite their significance, he continued, private financing cannot substitute for public development assistance, particularly in countries facing economic vulnerability or inadequate infrastructure, underlining that “relying only on the private sector to finance development will prove insufficient unless it is coupled with robust international commitment to strengthening official development assistance and enhancing the capacity of least developed and impoverished countries to build resilient and inclusive economies that can fulfill their peoples’ aspirations.”
Commending the progress that has been achieved, including the commitment by developed countries to allocate 0.7% of their gross national income as official development assistance to developing countries, the President characterized this as “a positive indicator that embodies hope and reinforces credibility in international solidarity.”
He also praised ongoing efforts to reduce illicit financial activities as well as measures aimed to eliminate tax havens and loopholes favoring illicit financial flows.
