Russia’s Upper House Ratifies Military Cooperation Agreement with Cuba

Russia’s Federation Council, the upper house of parliament, has ratified an intergovernmental agreement on military cooperation with Cuba.

“The military cooperation agreement between the government of the Russian Federation and the government of the Republic of Cuba, signed in Havana on March 13, 2025, and in Moscow on March 19, 2025, is hereby ratified,” the Federation Council stated in an official document.

According to the council, the ratification of the agreement will provide the legal framework for defining the objectives, areas, and forms of bilateral military cooperation. The move is expected to strengthen and further develop relations between Russia and Cuba in the defense sector, marking another step in deepening strategic ties between the two long-standing allies.
