Rubio Outlines Steps to Restore US-Russia Relations and End Ukraine War

RIYADH – US Secretary of State Marco Rubio on Tuesday laid out a plan to normalize diplomatic ties with Russia and push for an end to the three-year-long war in Ukraine after high-level talks in the Saudi capital.

Speaking alongside National Security Adviser Mike Waltz and Special Mideast Envoy Steve Witkoff, Rubio emphasized a three-step process that includes restoring diplomatic missions, engaging with Russia on peace negotiations, and exploring post-war economic opportunities. The Russian delegation, led by Foreign Minister Sergey Lavrov, also signaled openness to further dialogue, marking the first direct US-Russia talks since the war began in 2022.

Rubio stressed that Ukraine and European allies must be part of any settlement but acknowledged Russia’s indispensable role in ending the war. He highlighted that sanctions would require concessions from all sides and hinted at future economic collaboration once hostilities cease. While calling the negotiations a “long and difficult journey,” Rubio expressed optimism that President Donald Trump is committed to a “sustainable and enduring” resolution that would prevent further conflict within a few years. Waltz reinforced this stance, saying temporary ceasefires were no longer viable and that any agreement must include clear territorial and security guarantees.

The talks in Riyadh reflect Trump’s push for rapid progress on the Ukraine conflict, with Waltz criticizing Europe’s defense spending shortfalls while welcoming increased European contributions to Ukraine’s security. Witkoff described the discussions as “positive and solution-based,” signaling a shift toward diplomacy after years of confrontation. However, Rubio warned that future progress depends on normalizing diplomatic operations between Washington and Moscow, underscoring the complexities ahead in achieving a lasting resolution.
