President Tebboune’s Address at International Mining, Quarries and Hydrocarbons Exhibition

Algerian President Abdelmadjid Tebboune delivered a speech to the participants at the International Mining, Quarries and Hydrocarbons Conference and Exhibition “SEMICA Chad 2026,” which opened on Wednesday in the capital N’Djamena Below is the full text of the address of the President of the Republic, delivered on his behalf by Minister of State, Minister of Energy and Mines Mohamed Arkab: “In the name of Allah, the Most Gracious, the Most Merciful, and prayers and peace be upon the most honorable of the messengers.

Your Excellency, President Marshal Mahamat Idriss Deby Itno, President of the Republic of Chad; Your Excellency, President Félix-Antoine Tshisekedi, President of the Democratic Republic of the Congo; Your Excellencies, ladies and gentlemen, members of the Chadian Government; Distinguished ladies; esteemed gentlemen.

President of the Republic Abdelmadjid Tebboune has honored me by appointing me to represent him at the official opening ceremony of the International Mining, Quarries and Hydrocarbons Conference and Exhibition “SEMICA Chad 2026,” and entrusted me with conveying his greetings to you, as well as to your excellency President Marshal Mahamat Idriss Deby Itno, his profound gratitude for the kind invitation extended to him to participate in this important economic event.

I am further instructed to convey Algeria’s sincere appreciation for the invitation to participate as guest of honor, and to express our deep gratitude for the warm welcome and generous hospitality we have received in the brotherly Republic of Chad.

I commend the ongoing efforts and the strategic vision of the Republic of Chad in developing the hydrocarbons and mining sectors.

Your Excellency, Under your leadership, the Republic of Chad is steadily moving forward in enhancing the value of its natural resources and in creating a favorable climate for investment and partnership. This exhibition stands as a clear expression of the promising ambitions of this brotherly country and as a continental showcase highlighting its development potential.

Through its participation in this international exhibition, Algeria reaffirms its African commitment and its determination to contribute effectively to supporting the economic development of our continent. Its presence today also reflects its commitment to sustaining the positive momentum in Algerian–Chadian relations, which have been further strengthened by the distinguished participation of his excellency the President of Chad in the 4th Intra-African Trade Fair (IATF), hosted by Algeria in September 2025, which marked an important step in advancing political dialogue and economic cooperation between our brotherly countries.

Our country is participating with full confidence that cooperation between our two countries is founded on historical ties and fraternal bonds, and that this cooperation can today gain renewed momentum through concrete, mutually beneficial projects, particularly as Algeria, drawing on its expertise in the fields of hydrocarbons, mining, energy, training, and skills development, has consistently engaged in forging fruitful partnerships with African countries, and has contributed to the implementation of numerous initiatives aimed at strengthening African integration and supporting efforts aligned with the objectives of the African Union’s Agenda 2063.

Algeria, steadfast in its historic commitment, remains, as it has in the past, fully prepared to share its expertise and to support the efforts of the Republic of Chad in structuring and enhancing the value of its strategic sectors, through practical and targeted cooperation in order to achieve tangible economic outcomes, and to genuinely reflect our aspiration to strengthen the concept of South–South partnership.

Your Excellency, Beyond the opportunities that our presence here today offers for strengthening cooperation within its bilateral framework, we seek, together with you, to endow this highly important event with a regional dimension, in line with the African Union’s Agenda 2063 and the objectives of the African Continental Free Trade Area (AfCFTA).

This event provides an outstanding platform for dialogue, exchange, and partnership, which are key factors that foster African economic integration, facilitate the sharing of expertise, technologies, and skills, and contribute to strengthening the value chains of strategic sectors, notably hydrocarbons, mining, and renewable energy across our continent.

This international exhibition also reflects a collective awareness that Africa is endowed with natural resources and expertise, and the necessary will to transform these potentials into a key driver of development and economic integration.

Your Excellency, We are certain that Africa’s path toward unity and prosperity lies in strengthening economic cooperation that respects the sovereignty of each state and is moving toward creating local value. From this perspective, Algeria reaffirms its commitment to African cooperation founded on solidarity, the exchange of expertise and technologies, and the strengthening of local capacities.

We also believe that moving toward industrialization and enhancing the value of oil, gas, and mining resources is an urgent imperative and a fundamental pillar for achieving comprehensive and sustainable development, as well as for reinforcing the sovereignty of African states over their resources.

We are also confident that this exhibition will strengthen partnerships between public and private stakeholders, launch new initiatives, and lay the foundations for structural projects that serve the prosperity of the Republic of Chad, the region, and the continent as a whole.

Your Excellency, Algeria, steadfast in its commitment to the principles of African solidarity, remains convinced that continental cooperation founded on mutual respect and shared interest will ensure that our continent harnesses its potential wisely and effectively, serving the peoples of the continent who aspire to greater development and a dignified life.

In conclusion, I would like to once again express our sincere gratitude to the brotherly Republic of Chad for the warm welcome and generosity extended to us, and to convey our best wishes that this exhibition, SEMICA Tchad 2026, will achieve the anticipated success and contribute to continental integration and cooperation, for an Africa that is strong in its solidarity and its resources.
