Outcomes of the Algerian Cabinet Meeting

ALGIERS – The Algerian President, Supreme Commander of the Armed Forces, and Minister of Defense, Abdelmadjid Tebboune, chaired on Sunday a cabinet meeting devoted to a bill defining the general rules relating to trust services for electronic transactions and electronic identification, as well as presentations on connecting major agricultural projects for strategic crops to the electrical grid and new measures included in the draft traffic law.
Following the Prime Minister’s presentation of the agenda and a report on government activities over the past two weeks, the President issued the following instructions, directives and guidance:
On the presentation of the new measures included in the draft traffic law:
The Algerian President praised the content of the current draft law, which includes intensive and strict measures capable of reducing traffic accidents, as it takes into account the elements of the system that regulate and control traffic, including driving schools, drivers, vehicles of all types, and monitoring devices.
The new traffic law derives its effectiveness from more than 50 new measures, out of a total of 193 articles.
He instructed the government to take into consideration the following:
– That the amendments to the traffic law should facilitate the work of the judiciary and security agencies, enabling them to initiate and take appropriate legal actions.
– The need to appoint sworn officers, accredited by the judiciary, to monitor vehicles and investigate traffic accidents, in order to combat all attempts at forgery and false reports in technical and procedural documents.
– Introducing regular and unannounced medical examinations for drivers of all types of transport vehicles, to verify their fitness to drive, along with reducing the driving distances between alternating drivers, as determined by law.
– Equipping security agency monitoring officers with technological devices for electronic payment of violations, drug testing, and load-weight monitoring equipment at security checkpoints.
On the presentation regarding the connection of major agricultural projects for strategic crops to the electrical grid:
After a presentation by the Minister of Energy and Renewable Energies, which highlighted significant achievements, including the connection of 100,432 investors to electricity and the provision of electricity and gas to strategic investment projects in partnership with Algeria, such as the “Baladna” Qatari project, the “Cevital” Algerian project, and the “BF” Italian project, within the agreed deadlines to overcome obstacles.
Accordingly, the President gave the following directives:
– The Algerian President ordered close monitoring of the electricity connection project between the north and south of the country, given its strategic role in improving the quality of services.
– The Algerian President ordered that surplus electricity be directed toward exports, whether to Europe or Africa.
On the agricultural guidance project:
– The Algerian President ordered the Minister of Agriculture, Rural Development, and Fisheries, in coordination with the Minister of Foreign Trade and Export Promotion, to immediately import harvesting machines and planting equipment, with the possibility of importing machines less than five years old, intended for harvesting corn and oilseed crops, including sunflower.
– Preparing a new draft law on agricultural guidance to establish a final organization of the sector according to a forward-looking vision, with the participation of specialists.
– After study and discussion, the cabinet also approved the draft law defining the general rules related to trust services for electronic transactions and electronic identification, as well as a draft presidential decree ratifying the headquarters agreement between Algeria and the World Intellectual Property Organization concerning the opening of an external office of the WIPO in Algeria.
