Moscow Says It Has Not Officially Received US Peace Plan, Cites Multiple Unofficial Versions

Moscow has not yet received the US peace plan for Ukraine through official channels, despite the circulation of an informal “paper” outlining Washington’s ideas, according to Russian officials familiar with the matter. The absence of an official document, they say, has created ambiguity around the details and intent of the proposal.
Russian sources indicate that while some elements of the US initiative are viewed positively in Moscow, many others would require thorough discussion. The lack of clarity is compounded by what they describe as the emergence of several different unofficial versions of the American plan — “enough to get confused,” as one official put it.
At the same time, Russia has expressed irritation over what it sees as unnecessary European involvement in the peace process. According to Moscow, some EU states are inserting themselves into discussions that should primarily be handled between Russia and the United States, the two central players shaping any potential settlement.
Although Russia and the US remain in contact over the proposal, officials stress that no serious, formal, “at-the-table” negotiations have taken place so far. For now, the peace initiative remains in a preliminary, informal stage, with Moscow waiting for Washington to present an official, unified document.
