Kremlin Says It Must Review US-Ukraine Minerals Deal Before Issuing Statement

The Kremlin stated on Monday that it needs to carefully analyze the minerals agreement signed between the United States and Ukraine before offering a formal response. The deal, which was finalized on April 30 in Washington, includes provisions for the creation of a joint investment fund aimed at Ukraine’s reconstruction, partly financed through revenues from natural resource extraction.
“I am not familiar with the text. Without delving into the details, it is impossible to comment on this agreement,” Kremlin spokesperson Dmitry Peskov told reporters in Moscow. The agreement follows months of negotiations and a tense February Oval Office exchange between the two governments.
Peskov also commented on a possible future meeting between Russian President Vladimir Putin and US President Donald Trump, saying such a summit is “necessary” but still lacks specifics. He noted that continued expert-level dialogue between Moscow and Washington is essential to preparing such a meeting.
Elsewhere in his remarks, Peskov said Russia is watching tensions between India and Pakistan with “great concern” and hopes both countries can reach de-escalation measures. He also criticized Romania’s annulled presidential elections, claiming voters were denied the right to choose freely.
On Germany, Peskov said labeling the AfD party as extremist reflects a broader European pattern of suppressing political forces outside the mainstream, adding that Russia is monitoring incoming Chancellor Friedrich Merz’s stance toward Moscow.
