Finnish FM Valtonen: Pressure on Russia Must Continue Even After War Ends

Finnish Foreign Minister Elina Valtonen stressed on Monday that international pressure on Russia must be maintained even if the war in Ukraine comes to an end. Speaking at Finland’s annual Ambassadors’ Day gathering in Helsinki, she argued that “a mere ceasefire or peace agreement is not sufficient grounds for lifting sanctions,” according to public broadcaster YLE. Valtonen insisted that any easing of restrictions should be “gradual and under strict conditions,” urging the EU to intensify pressure on Moscow. She noted that the bloc is preparing its 19th sanctions package and highlighted Finland’s push for tariffs on Russian imports.
Valtonen reaffirmed Finland’s commitment to providing military assistance to Ukraine and supporting Kyiv’s long-term security guarantees “to the extent possible.” She said Ukraine will eventually join both the EU and NATO, but underscored that Kyiv must step up efforts to combat corruption and carry out governance reforms. The minister also voiced support for US President Donald Trump’s push for peace in Ukraine, saying it is essential to halt the fighting and secure the release of prisoners of war and abducted children.
Turning to Moscow, Valtonen accused Russian President Vladimir Putin of showing “no intention of giving up his illegal expansionist ambitions.” She said Putin engages in negotiations only to “enjoy the limelight” and extract gains without making real concessions. She further warned that Russia continues to tie potential peace talks to Ukraine being barred from NATO membership — a demand she said undermines the country’s sovereignty.
