China Aims to Strengthen Cooperation with Algeria in Disasters Management

ALGIERS, September 11, 2025 – Hu Minglang, the Vice Minister of Emergency Management of the People’s Republic of China, expressed on Wednesday in Algiers his country’s willingness to enhance cooperation with Algeria in natural disaster management, major risk mitigation, and emergency response.

After presenting the administrative and operational organization of Civil Protection at the headquarters of the National Instruction and Intervention Unit in Dar El Beïda (Algiers), Hu Minglang stated, “China aims to strengthen its cooperation with Algeria in managing natural disasters, significant risks, and emergencies.”

In this context, the Chinese official praised “the professionalism of Civil Protection and the quality of work demonstrated by its teams in various intervention areas, such as natural disasters and road accidents,” commending Algeria’s “swift response” to requests for assistance from several countries by dispatching specialized Civil Protection teams.

In turn, Colonel Boualem Bourelaf, the Director General of Civil Protection, affirmed that the visit of the Chinese delegation “reflects a commitment to strengthen fruitful bilateral cooperation in various fields of Civil Protection, in alignment with the best interests of both nations.”

He added that, due to its geographic location, Algeria has learned valuable lessons and adopted best practices from its experiences managing disasters such as earthquakes, floods, and fires over recent decades, resulting in continuous improvements to its national system for preventing and responding to major risks.

Colonel Bourelaf emphasized the “remarkable activities of Civil Protection” on an international scale, illustrated by “the positive response to all requests for aid” from countries affected by significant risks, including the earthquakes in Turkey and Syria, the floods in Derna, Libya, and the wildfires in Tunisia.

He also recalled that the Algerian Civil Protection had followed with “great interest” the severe typhoon that impacted China in 2023, along with the associated “emergency measures, relief efforts, and preventive arrangements,” which showcased China’s capability in handling such situations. He indicated that Civil Protection “seeks mutual sharing of expertise and best practices to ensure better protection for populations and mitigate the effects of major risks.”
