At Algeria’s Initiative, AU Peace and Security Council Outlines Unified Response for Governance, Peace and Security

The Peace and Security Council (PSC) of the African Union (AU) has adopted, at Algeria’s initiative and under its presidency, a communiqué outlining a clear process to strengthen complementarity between the continent’s governance and security architectures. The move comes as part of the AU’s active contribution to promoting peace, security, and development across Africa.

The communiqué was adopted during a PSC meeting chaired by Algeria’s Permanent Representative to the AU and current Council Chair for August, Mohamed Khaled. The session focused on enhancing coordination between the PSC, the African Governance Architecture and the African Peace and Security Architecture (AGA-APSA), as well as the AU Sub-Committee on Human Rights, Democracy, and Governance. Discussions highlighted the urgent need to reinforce institutional synergy and coordination between the two architectures to harmonize initiatives and ensure collective results in areas such as human rights, democracy, governance, early warning, and conflict resolution, in line with the AU’s Agenda 2063.

Addressing current challenges, the PSC voiced concern over rising geopolitical threats, particularly foreign interference and the illicit exploitation of Africa’s natural resources. It called for a unified AU response through the establishment of mechanisms to confront crises, safeguard African sovereignty, and protect continental interests. On Algeria’s proposal, the PSC urged the AU Commission—working with AGA-APSA, the Sub-Committee, and the African Peer Review Mechanism (APRM)—to establish a comprehensive matrix consolidating AU legal frameworks on governance, human rights, peace, and security, assessing their effectiveness and producing a coherent action plan to address complex challenges.

The Council also urged AU member states that have not yet done so to ratify key instruments and treaties on the Union’s shared values, particularly the African Charter on Democracy, Elections, and Governance (ACDEG), and to incorporate them into their national legislation. Furthermore, the communiqué called on member states to provide political support for the implementation of the African Governance Report, developed by AGA-APSA under the supervision of the APRM, whose Forum of Heads of State and Government is chaired by Algerian President Abdelmadjid Tebboune until February 2026.

Reaffirming that human beings are at the center of sustainable development, the communiqué stressed the importance of adopting a comprehensive and integrated approach to democracy, human rights, and good governance. It also highlighted the necessity of ensuring active participation from youth, women, civil society organizations, media, and academia in order to bring the PSC, and through it the AU, closer to African peoples.
