The Algerian Presidential Election: “For a Victorious Algeria” Program Puts Citizens at the Forefront
Independent candidate Abdelmadjid Tebboune is running for the Algerian presidential election for the second time with a program titled "For a Victorious Algeria." The program includes 10 key areas, ranging from social issues to economy, foreign policy, and defense.

Continuing Support Policies and Protecting the Socially Vulnerable
The primary focus of Abdelmadjid Tebboune’s electoral program is to enhance protection for socially vulnerable citizens, including those with disabilities, stay-at-home women, and retirees. This includes increasing wages from 47% to 100%, reducing inflation to around 3%, providing housing solutions for all social categories, enhancing purchasing power and price stability, and raising the national currency value.
The social component of the program also involves ensuring that social support reaches vulnerable and middle-class citizens and implementing a gradual price liberalization plan. Additionally, it aims to maintain all support schemes to facilitate more investment projects and create job opportunities for youth, particularly among university and vocational training graduates.
Furthermore, the program seeks to end the “shadow points,” continuously improve the architectural and aesthetic quality of new urban centers, expand financial support for rural housing, and establish a national afforestation strategy for both existing and new urban areas.
Review of Legislation as Part of Political Reforms
Tebboune’s program includes measures to implement political reforms through the review of legislation related to political parties, associations, municipal and provincial laws, and regional state organizations. It also aims to strengthen public freedoms by improving cooperation between the executive and legislative branches, involving elected representatives in major state decisions, and continuing to enhance political, trade union, and media responsible freedoms. The program emphasizes the separation of money from politics at all levels and strives to combat the remaining corruption, improve transparency, and counter favoritism and nepotism.
Economic Reforms for Transitioning Algeria to an “Emerging Country”
The electoral program allocates significant attention to the economic sector, focusing on strengthening economic balances, boosting national production as an alternative to imports, and increasing the Gross Domestic Product (GDP) to approximately $400 billion. The goal is to achieve self-sufficiency by enhancing strategic crop production to minimize imports and strengthening the food and processing industries to meet both domestic and export needs.
The program includes a strategy to increase the integration of Algerian businesses in the industrial sector across various specialties and to promote national manufacturing in the food, military, electronics, pharmaceuticals, textiles, mechanics, automotive assembly, steel, agricultural machinery, and electrical industries. It aims to achieve a GDP of $400 billion, transition Algeria to an emerging country, reach $30 billion in non-hydrocarbon exports by 2030, and bolster foreign currency reserves to maintain financial sovereignty for the country and future generations. It also involves revising the country’s monetary policy based on realistic economic data.
Additionally, the program includes continuing major projects in the energy and mining sectors and advancing digital transition projects such as increasing internet connectivity through new partners, launching new multi-purpose satellites, and training Algerian youth in space sciences and cybersecurity.
Smart Education and Keeping Schools Free from Politics
The “For a Victorious Algeria” program focuses on education by continuing to reform the educational system based on Algerian concepts that uphold national identity principles. It aims to keep schools free from political influence, promote smart education, reduce the weight of school bags, and maintain pedagogical support across all education levels. Additionally, the program proposes transferring the management of primary schools from local authorities to the Ministry of National Education.
The program also includes measures to ensure high-quality higher education to meet Algeria’s needs for scientific expertise, support the economic role of universities, encourage scientific and sports training, and update vocational training programs with new specializations such as desalination, railways, strategic projects, and renewable energies. It proposes introducing a specialized school for cybersecurity starting in the 2024-2025 academic year.
Diplomatic Equality and Strengthening Defense Capabilities
Regarding foreign policy, the “For a Victorious Algeria” program emphasizes supporting oppressed peoples and remaining non-aligned with power blocs. It upholds the principle of equality in diplomatic relations and diversification, maintains neutrality in international tensions and crises, and provides special support for Palestine in establishing its independent state. The program also includes supporting the Sahrawi people and enhancing Algeria’s regional and continental standing by promoting bilateral cooperation with the neighboring countries and coordinating efforts to address common security threats. Additionally, it focuses on strengthening defense capabilities, ensuring that the National People’s Army adheres to its constitutional duties in defending the nation, its sovereignty, territorial integrity, and all its borders.
