Algerian PM: National Data Governance System, Milestone in Building Modern State

Algerian Prime Minister Sifi Ghrieb emphasized on Monday the critical importance of operationalizing the National Data Governance System, describing it as a milestone in building a modern, innovative state capable of anticipating future challenges.

Chairing the official rollout of the system at the “Abdellatif Rahal” International Conference Center (CIC), the Prime Minister stated that the event, held under the high patronage of the President of the Republic, Abdelmadjid Tebboune, marks “a milestone worthy of recognition.” He noted that the implementation of the system, established by Presidential Decree No. 25-350 on December 30, 2025, “lays the foundations for a sovereign model unique to the Algerian State.” Ghrieb added that this model centers on the “control, organization, protection, and strategic use of data,” treating information as a high-value asset.

He explained that by establishing legal, technical, and institutional frameworks, Algeria is shifting “from traditional governance to comprehensive data-driven digital governance.” The PM further noted that activating these mechanisms through stakeholder engagement “constitutes clear evidence of cohesive institutional coordination.” He highlighted that this progress aligns with the “strong political will of the country’s highest authorities, led by President Tebboune,” and keeps pace with the rapid technological transformations occurring globally.

The PM underscored that the system holds “critical strategic importance” both nationally and internationally.

At the national level, it serves as a “pivotal pillar in establishing the digital sovereignty of the State,” achieved by “strengthening information security, enhancing data protection, and ensuring reliability and sustainability.” This system also contributes to “improving the quality of public decision-making and providing the knowledge foundations for deep, comprehensive structural reforms,” based on the optimal use of accurate data as part of “upholding transparency, security, and trust.” Furthermore, the PM emphasized the system’s role in “boosting investment attractiveness and developing the digital economy” by providing a stable legislative framework that enhances the confidence of both national and international economic actors.

Internationally, the system aims to “align Algeria’s digital environment with recognized international standards,” fostering cross-border cooperation and “positioning our country as a reliable and active partner in the international digital space.” The Prime Minister concluded by stating that the National Data Governance System is “not merely an organizational mechanism, but a sovereign lever for sustainable development.” He thus called for a “collective responsibility” and continuous coordination with the High Commission for Digitalization to achieve goals and embody the desired digital transformation.
