Algerian Army General Meets with Rwandan Defense Minister

Army General Saïd Chenegriha, Delegated Minister to the Minister of National Defence, Chief of Staff of People’s National Army (ANP), hosted a meeting on Wednesday at the ANP headquarters with Juvenal Marizamunda, the Minister of Defense of the Republic of Rwanda. Minister Marizamunda is visiting Algeria leading a high-level military delegation, as stated in a release from the Ministry of National Defense (MDN).
According to the statement, “Army General Saïd Chenegriha received the Rwandan Defense Minister, Juvenal Marizamunda, on Wednesday, July 23, 2025, at the ANP headquarters.”
The welcoming ceremony commenced with a salute to the national flags and the playing of both countries’ national anthems, followed by a military salute presented to the guest by a formation representing various branches of the ANP.
Attendees at the meeting included the Army General commanding the Land Forces, various armed forces commanders, the Commander of the Republican Guard, the Chief of Staff to the MDN, department heads, the General Army Inspector, central directors from the ANP headquarters and the MDN, along with members of the Rwandan delegation.
During the discussions, both parties explored “opportunities for bilateral military cooperation and ways to enhance coordination on issues of mutual interest,” according to the statement. They also addressed “global security challenges, particularly in Africa, and exchanged views on various current issues.”
In his address, the Army General welcomed the Rwandan Defense Minister and underscored the renewed momentum in bilateral relations, marked by exchanges of visits between officials from both nations.
“Algerian-Rwandan relations have recently gained renewed energy, highlighted by official visits, the latest being that of Rwandan President Paul Kagame to Algiers last June,” he noted.
“This visit has opened promising avenues for bilateral cooperation across multiple fields, including military and security, and has encouraged active rapprochement between our two countries—particularly in sharing experiences and best practices, as well as coordinating to tackle the various challenges facing our continent,” the Army General added.
He emphasized that “the signing of the joint intergovernmental agreement on military cooperation during this visit reflects the leaders’ commitment to fostering exemplary bilateral relations.”
“Our meeting today, which includes the signing of the joint intergovernmental agreement on military cooperation, reaffirms the resolve of both countries’ leaders to elevate our bilateral relations to an exemplary level,” he stated.
On this occasion, the Army General expressed “gratitude and appreciation to the Algerian-Rwandan team that contributed to drafting this legal instrument, which will undoubtedly introduce exceptional and effective dynamics to our bilateral military cooperation.”
Juvenal Marizamunda expressed his heartfelt gratitude for the hospitality extended to him and his delegation. He also conveyed his satisfaction with the Algerian side’s strong commitment to enhancing cooperation and consultations between the two countries in areas of mutual interest, ultimately contributing to greater security and stability across the African continent.
Following this, the two parties signed a joint intergovernmental protocol on military cooperation between Algeria and Rwanda, as noted in the communiqué.
At the conclusion of the meeting, both sides exchanged symbolic gifts before the Rwandan Minister of Defense signed the guestbook at the headquarters of the National People’s Army.
It is important to highlight that “the Rwandan Minister of Defense arrived last night at Houari Boumediene International Airport, where he was welcomed by the Major General, Commander of the Naval Forces,” according to the Ministry of National Defense.
