Algeria Urges Binding Framework to Prevent Misuse of Military AI at UN Security Council

During a high-level briefing at the UN Security Council, Algeria’s Ambassador Amar Bendjama called for the establishment of a binding framework to prevent the misuse of military artificial intelligence (AI), which could violate international law and humanitarian principles.

Bendjama stressed the importance of creating a comprehensive international agreement that governs military AI applications in line with the UN Charter and human rights laws. He also highlighted Africa’s strategy to leverage AI for peace and development, noting that Algeria is leading efforts to address the criminal use of information and communication technologies.

The Ambassador proposed five key measures, including the creation of inclusive AI expertise platforms and the establishment of a global framework balancing national sovereignty with international cooperation. He warned that while AI could enhance peacekeeping, it also poses risks like exacerbating security gaps and fueling cross-border attacks or misinformation. Algeria’s national AI research strategy for 2020-2030 was also noted as part of the country’s commitment to responsible AI development.
