Algeria : Army General Saïd Chanegriha Chairs 19th Session of War High College Steering Council

Army General Saïd Chanegriha, Minister Delegate to the Minister of National Defense, Chief of Staff of the People’s National Army (PNA), chaired the 19th session of the Steering Council of the War High College on Thursday, according to a statement from the Ministry of National Defense.

The statement noted: “In accordance with the provisions of the presidential decree dated September 26, 2005, establishing the War High College, Army General Saïd Chanegriha, Minister Delegate to the Minister of National Defense, PNA Chief of Staff, chaired the proceedings of the 19th session of the Steering Council of the War High College today, Thursday, April 2, 2026.”

Following the welcome ceremony, and accompanied by the Commander of the 1st Military Region and the Director of the Superior War College, the Army General observed a moment of reflection in memory of the late President Ali Kafi, after whom the College’s headquarters is named. He then laid a wreath at his commemorative stele and recited the Fatiha in his honor.

The Army General subsequently presided over the work of the College’s Orientation Council, delivering an opening speech in which he emphasized that “the current geopolitical context is marked by transformations in international balances, paving the way for a new world order, which places Southern countries before complex geopolitical choices,” the statement said.

He declared: “The current global geopolitical context is experiencing transformations in international balances, opening the way to a new world order, placing Southern countries before complex strategic choices,” stressing that “henceforth, a state’s position no longer rests on past glories, but depends on its continuous ability to strengthen its geostrategic and systemic potential, consolidate popular and economic resilience, adapt defense systems, and develop scientific and technological capacities.”

“In this framework, anticipation in planning, flexibility in decision-making, and the ability to mobilize state resources and comparative advantages are essential guarantees of active presence in an unstable and ever-changing world,” he underlined.

The Army General also highlighted that “the National People’s Army (ANP) continues the process of adapting our defense systems in all their dimensions, while contributing to the development of a unifying national narrative in service of the vital interests of the State.”

He noted that “in this specific context, the ANP, under the leadership of the President of the Republic, Supreme Commander of the Armed Forces and Minister of National Defense, continues the adaptation of our defense systems in all their dimensions,” emphasizing that “this includes the development of technological capacities for weapon systems, the preparation and training of human resources to operate these systems competently and efficiently, as well as securing national supply chains and domesticating the defense industry.”

“Simultaneously, the ANP contributes to building a resilient societal consciousness against disinformation and cognitive manipulation, capable of resisting hostile psychological warfare, by working in coordination with the national media apparatus to dismantle hostile propaganda, expose manipulation mechanisms, and thereby shape a unifying national narrative serving the vital interests of the State,” he affirmed.

The Army General then “attended a comprehensive presentation by the Director of the Superior War College, covering the assessment of objectives achieved since the last Orientation Council session and those planned for the 2026-2027 training year,” before listening to the interventions of council members on agenda items and visiting administrative and educational facilities, the same source added.
