Algeria and Oman Confirm Commitment to Strategic Integrated Petroleum Services Project

ALGIERS – Algerian Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, received on Sunday the Ambassador of the Sultanate of Oman to Algeria, Saif Bin Nasser Al Badai, accompanied by a delegation from “Abraj Energy Services” company, headed by the Chairman of the Board, Ayad bin Ali Al-Balushi.
The meeting took place as part of the delegation’s working visit to Algeria, on the occasion of their participation in the 13th edition of the North Africa and Mediterranean Energy and Hydrogen Exhibition and Conference, ‘NAPEC 2025’, the Algerian Ministry of Energy said in a statement.
During the meeting, both parties discussed prospects for strengthening bilateral cooperation between Algeria and the Sultanate of Oman in the fields of hydrocarbons and mining, with a particular focus on the existing partnerships between Sonatrach Group and Abraj Energy Services.
This includes “the Memorandum of Understanding signed in April 2024, and the Term Sheet agreement signed in May 2025, under the patronage of the President of the Republic, Mr. Abdelmadjid Tebboune, and His Majesty Sultan Haitham bin Tariq of Oman,” the statement said, adding that these agreements “aim to establish a joint venture specializing in integrated petroleum services, covering drilling, maintenance, well services, and project management.”
The discussion also addressed defining the technical, legal, and economic framework for establishing this company in Algeria, ensuring the transfer of technology and expertise as well as the enhancement of local competencies.
In this regard, both parties praised the existing level of cooperation between the two institutions, affirming their shared commitment to advancing this strategic project, which is expected to contribute to the development of the national petroleum industry’s capabilities and the advancement of energy services in Algeria, the source said.
The meeting also covered prospects for expanding areas of cooperation to include petrochemicals, crude oil and liquefied natural gas marketing, exchange of expertise, and specialized training, thereby opening the door to mutually beneficial partnership projects.
For his part, Arkab reaffirmed Algeria’s commitment to strengthening cooperation and investment with the Sultanate of Oman, calling on Omani companies to take advantage of the promising opportunities offered by Algeria’s hydrocarbons and mining sectors. He also encouraged the development of successful partnerships across Africa within the framework of the national vision aimed at establishing Algeria as a regional hub for energy and petroleum services.
