Algeria and Belarus Sign Multiple Cooperation Agreements

ALGIERS, Dec 3, 2025 – The Algerian President, Abdelmadjid Tebboune, on Wednesday co-chaired with his Belarusian counterpart, Alexander Lukashenko, the signing ceremony of several agreements and memorandums of understanding in various fields of cooperation between the two countries.

The signing ceremony took place at the Presidency of the Republic, following talks between both Presidents, who is on an official visit to Algeria.

In this context, the governments of the two countries concluded an agreement on military and technical cooperation, signed by Army General, Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army (ANP), Saïd Chanegriha, and Belarusian Minister of State for the Military Industry, Dmitry Pantus.

The Minister of State, Minister of Foreign Affairs, the National Community Abroad and African Affairs, Ahmed Attaf, signed with the Belarusian Minister of Trade and Anti-Monopoly Regulation, Artur Karpovich, a roadmap for strengthening commercial, economic, scientific and technical cooperation between the two countries (2026–2027).

A memorandum of understanding was also signed between the Ministries of Justice of both countries by the Minister of Justice, Keeper of the Seals, Lotfi Boudjemaa, and the Belarusian Minister of Foreign Affairs, Maxim Ryzhenkov.

A cooperation agreement was similarly signed between the two governments in the fields of scientific research, technological development and innovation, by the Minister of Higher Education and Scientific Research, Kamel Baddari, and the Belarusian Minister of Education, Andrei Ivanets, who also signed a memorandum of understanding in the field of higher education.

On the same occasion, a memorandum of understanding in the field of industrial cooperation was signed by the Minister of Industry, Yahia Bachir, and his Belarusian counterpart, Andrei Kuznetsov.

Another agreement in the field of animal health was signed by Yahia Bachir and the Belarusian Minister of Agriculture and Food, Yuri Gorlov.

The governments of both countries also signed a memorandum of understanding in the agricultural sector between the Ministry of Agriculture, Rural Development and Fisheries, and the Belarusian Ministry of Agriculture and Food. The document was signed by Mr. Yahia Bachir and Yuri Gorlov.

A separate memorandum of understanding was signed between the Ministry of the Knowledge Economy, Startups and Micro-Enterprises and the Belarusian Ministry of the Economy, focused on cooperation in entrepreneurship and innovation. It was signed by the Algerian Minister Noureddine Ouadah and Belarusian Foreign Minister Maxim Ryzhenkov.

The two governments also signed a memorandum of understanding between the Algerian Accreditation Body (ALGERAC) and the Belarusian Government Accreditation Center. The document was signed by the Minister of Industry and the Belarusian Minister of Foreign Affairs.
