61 Countries Sign Declaration on AI at Paris Summit

US, UK opted not to sign final statement, citing national interests and regulatory concerns

PARIS, February 12, 2025 – On Tuesday, a total of 61 countries signed a declaration promoting inclusive and sustainable artificial intelligence for both people and the planet, following the AI Action Summit held in Paris.

According to a statement from the Elysee Palace, the summit took place at the Grand Palais in Paris, where 61 nations, including France, India, and China, reached a consensus on these principles.

Notably, both the US and the UK opted not to sign the final statement, citing concerns related to national interests and regulations.

In this declaration, the signatories affirmed that the summit adopted an open, multi-stakeholder, and inclusive approach to ensure that AI is rooted in human rights and centered on individuals, while also being ethical, safe, secure, and trustworthy.

The declaration outlines key priorities and initiates concrete actions aimed at advancing the common good and bridging the digital divide by accelerating progress towards the Sustainable Development Goals (SDGs).

As stated in the declaration, these priorities include promoting accessibility to AI, ensuring that AI is open, inclusive, transparent, ethical, safe, secure, and trustworthy; fostering innovation in AI; encouraging the integration of AI into labor markets; and making AI sustainable for communities and the planet.

The AI Action Summit, which took place in Paris on February 10 and 11, focused on five main themes: general interest AI, the future of work, innovation and culture, trust in AI, and global governance of AI.
