
The 2nd International Forum on Highly Effective Governance and Modernization of Public Services, organized by the Minister of Interior, Local Authorities and Transport, in collaboration with the Chinese National Academy of Governance, began Wednesday in Algiers, with the participation of experts and researchers from both countries, with a view to exchanging best practices and innovative models in local affairs management.
At the opening of the works, the Algerian Minister of Interior, Local Authorities and Transport, Saïd Sayoud emphasized, in a speech read on his behalf by the Director General of Human Resources, Training and Statutes at the ministry, Boudiaf Charaf Eddine, the importance of this event hosted by Algeria, particularly in light of “Algeria’s profound reforms.”
For him, holding this meeting in Algeria constitutes “a new opportunity to recall the rich journey in terms of exchange of experiences, development of knowledge and improvement of public service performances,” through the existing partnership between the ministry and the Chinese National Academy of Governance, emphasizing that this partnership has “contributed, for a decade, to strengthening the capacities of executives and modernizing governance tools.”
In this regard, Sayoud noted that the Algerian-Chinese cooperation “has significantly strengthened after the State visit of the President of the Republic, Abdelmadjid Tebboune, to China in July 2023,” highlighting that this visit reaffirmed “the strategic character” of bilateral relations and emphasized “the convergence of views between the two presidents regarding the expansion of partnership in training, digital technology, governance, security and economy,” with the commitment to establishing “cooperation based on mutual interest, transfer of know-how and technologies, in line with global challenges.” For his part, the head of the delegation of the Chinese National Academy of Governance, Chen Chou Guang, affirmed that the Academy “aspires to work with the Algerian Ministry of Interior to strengthen exchanges and bilateral cooperation and to initiate a new era of mutually beneficial cooperation.”
He also emphasized that Algeria is “the gateway to Africa and an advanced platform for the implementation of the Belt and Road Initiative in Africa,” considering that there are vast cooperation opportunities between the two parties in the fields of national governance, civil servant training and scientific research projects.”
