
The proceedings of 12th session of the High-Level Seminar on Peace and Security in Africa “the Oran Process,” began on Monday at the Abdelatif Rahal International Conference Center (CIC) in Algiers.
The opening ceremony was chaired by the Minister of State, Minister of Foreign Affairs, the National Community Abroad and African Affairs, Ahmed Attaf, who conveyed the greetings of the President of the Republic, Abdelmadjid Tebboune, who welcomes this process, accords it great attention, and is keen to ensure its sustainability and consolidation.
The 12th session of the Seminar is marked by a large and remarkable participation of foreign ministers from many African countries, as well as senior African officials.
This seminar is also being attended by Secretary of State to the Minister of Foreign Affairs, in charge of responsible for African Affairs, members of the African Union Peace and Security Council, Selma Bakhta Mansouri, current, incoming, and outgoing African members of the United Nations Security Council (UNSC), within the framework of the mechanism known as A3, friends of the Seminar, as well as representatives of the AU Commission, the United Nations, and partners of the Seminar.
The 2025 edition stands out with Algeria participating in a double capacity, as an African member of the UN Security Council (A3), as a member of the AU’s Peace and Security Council, in addition to its role as both host and founder of the Oran Seminar.
The High-Level Seminar will review the A3+ group’s achievements in fulfilling its AU mandate, identify urgent challenges, and explore the best approaches to further bolster the A3+ role.
The participants will issue practical recommendations to foster coherence, cooperation, and coordination between the PSC and the A3+ in the execution of their respective terms.
Created in 2013 at Algeria’s initiative, the High-Level Seminar on Peace and Security in Africa “Oran Process” established itself as an essential platform for discussion and reflection on peace and security issues in the continent, in a tireless efforts to promote joint African action.
