Arab-Region Copyright Offices Meeting Adopts Algeria’s Roadmap to Strengthen Protection of Creative Works

The regional meeting of the directors of copyright offices in the Arab region (held 26–27 November) concluded Thursday evening in Algiers with the adoption of Algeria’s 2025–2027 Strategic Roadmap. This is the first unified strategic roadmap of its kind in the Arab world, aiming to reinforce the protection of creative works and develop the copyright system, the National Office of Copyright and Related Rights (ONDA) said.

The Algerian Strategic Roadmap is built around 12 main axes, focusing in particular on modernizing the legal and regulatory framework for copyright, strengthening regional cooperation and exchange of expertise, supporting copyright offices in the region, developing collective management systems, and monitoring emerging issues — especially artificial intelligence, according to the communiqué.

The roadmap also includes measures to raise awareness among youth and creators, improve negotiation mechanisms with digital platforms, support cultural and creative industries, strengthen the role of universities and research centers, and intensify regional efforts to combat piracy.

It further aims to enhance the capacity of Arab justice systems in copyright matters, develop mediation mechanisms and alternative dispute-resolution solutions, unify private copying regimes, and support women’s participation in the creative economy — in line with international guidelines seeking to empower women creators and reinforce their presence in intellectual property fields.

At the end of the meeting, participants expressed “great appreciation” for Algeria’s efforts in organizing the meeting and for creating “all the conditions conducive to constructive dialogue and consensus around the first common Arab strategy in the field of copyright and creative industries,” the communiqué added.

This roadmap represents “a pivotal step toward strengthening regional integration and establishing a more balanced creative environment capable of supporting the evolution of the digital and creative economy in the Arab world,” they said.

Organized jointly by the World Intellectual Property Organization (WIPO) and the ONDA, the regional meeting saw participation from several Arab countries as well as representatives of various international bodies active in intellectual property, copyright and neighboring rights.
