Outcomes of the Algerian Cabinet Meeting

ALGIERS – The Algerian President, Supreme Commander of the Armed Forces, and Minister of Defense, Abdelmadjid Tebboune, chaired a cabinet meeting on Sunday, which addressed a draft organic law that includes the basic law of the judiciary, as well as the follow-up on the localization and construction of seawater desalination plants, in implementation of the directives from the previous cabinet meeting.

The meeting also included presentations, notably on the preparations for the 4th African Startup Conference.

The Algerian President then gave his orders, instructions, and directives as follows:

Regarding the draft organic law containing the Basic Law of the Judiciary:

The cabinet approved the draft organic law, which includes the Basic Law of the Judiciary, in implementation of the Algerian President’s commitment before the judges during the opening ceremony of the judicial year 2025-2026, taking into account the following guidelines:

– Giving utmost importance to the social status of judges, particularly regarding retirement benefits and housing.

– It is necessary for a newly graduated judge to complete a field training period, as specified by the judicial sector regulations, before assuming their duties.

– The Algerian President directed the government to adopt a system of specialized judicial hubs, considering them the optimal framework for judicial practice, through which judges benefit from advanced practical training to enhance the quality of justice.

Regarding the localization and construction of seawater desalination plants:

After study and discussion, the Cabinet approved the localization of three seawater desalination plants in the provinces of Chlef, Mostaganem, and Tlemcen. Each plant will produce 300,000 cubic meters of potable water daily. The decision on the localization of the remaining three plants will be made in upcoming Cabinet meetings.

– The Algerian President warned about the effects of drought, ordering the preparation of precise scientific studies that take into account the actual consumption rates and figures of drinking water, while considering the specific characteristics of each region, particularly the varying levels of rainfall.

– These studies should be highly forward-looking, enabling the state to avoid potential environmental disasters, foremost among them the depletion of groundwater, which could jeopardize water security.

– The urgent and definitive need to repair all sources of water leaks, which cause significant losses to the national potable water supply and affect the distribution of this vital resource.

Regarding the preparations for the 4th African Startup Conference:  

The Algerian President emphasized the necessity of ensuring the success of the next African Startup Conference, as it builds on the outcomes of the Intra-African Trade Fair.

– President Tebboune directed that the paramount goal of this event is to place African youth at the heart of attention for implementing the roadmap and establishing a stable and lasting bridge of communication among the youth of all African countries.

– The Algerian President urged the provision of the best conditions to ensure the success of this African youth economic event.

The Algerian Cabinet meeting concluded with the approval of decisions including appointments and dismissals in senior positions within the state.
