Algerian Energy Delegation Visits Norway to Boost Bilateral Cooperation

ALGIERS – As part of the growing momentum in cooperation between Algeria and the Kingdom of Norway, a high-level delegation from the Ministry of Energy, Mining, and Renewable Energies carried out a working visit to Norway from June 22 to 27, 2025. The delegation, led by the Ministry’s Director General of Hydrocarbons, Amine Remini, included representatives from the Ministry, Sonatrach, the Hydrocarbon Regulatory Authority (ARH), the National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), and the Algerian Energy Company (AEC). The visit was coordinated with the Norwegian global energy company Equinor, and saw the participation of the Algerian Ambassador to Norway, representatives of Equinor-Algeria, and the Norwegian Embassy in Algeria.

The visit aimed to strengthen bilateral cooperation and exchange experiences in the fields of energy and renewables. The Algerian side sought to learn about Norway’s latest regulatory and technological mechanisms, particularly in carbon capture and storage (CCS), decarbonization, and seawater desalination. Discussions also focused on exploring new cooperation opportunities in hydrocarbons and renewables, as well as sharing expertise in petroleum taxation.

The Algerian delegation held extensive meetings with key Norwegian institutions, including the Norwegian Ocean Industry Authority, the Petroleum Safety Authority, and the Directorate General of Petroleum. These meetings highlighted Norway’s experience in managing the hydrocarbons sector and the role of regulatory bodies in enforcing environmental and legal compliance aligned with carbon neutrality goals. The delegation also met with senior officials from Norway’s Ministries of Energy and Finance to discuss the legal and fiscal frameworks governing energy investment in the country.

On the technical front, the program included field visits to strategic installations, notably the Northern Lights facility—the world’s first transnational CO₂ transport and storage project—and the Mongstad Carbon Capture Facility. The delegation also toured Equinor’s R&D centers, operations hubs in Bergen, the Hywind floating wind farm’s control center, and visited renewable energy projects in solar and wind, port infrastructure, reception and storage facilities, and offshore sites.

This visit served as a valuable opportunity for the Algerian side to exchange perspectives with Norwegian partners on technological innovation, decarbonization strategies in the oil and gas sector, and compliance with international standards—aligning with UN and EU climate objectives. It further enhanced strategic dialogue and expanded prospects for sustainable and mutually beneficial cooperation in light of global energy security and transition challenges.
