
The National Economic, Social, and Environmental Council (CNESE) has published its annual report for 2023, highlighting the sustained commitment to Algeria’s development through various measures and procedures despite notable challenges. The report underscores the necessity of continuing on a path of robust and resilient growth.
According to the report, the CNESE observed that “the year 2023 was marked by unwavering dedication to economic, social, and environmental development, despite persistent challenges.” It added that “the measures taken reflect the public authorities’ determination to maintain an upward growth trajectory and improve citizens’ living conditions, particularly in vulnerable areas.”
The CNESE described this effort as “remarkable,” noting “tangible” progress. However, it emphasized that numerous challenges remain and stressed the importance of maintaining strong and resilient growth.
The report analyzes various development indicators based on continuous monitoring of developments related to its three key areas of activity and regular consultations with different ministerial departments and public institutions to collect data and information.
The report is divided into five sections: the geopolitical situation and international context, governance and institutional framework, macroeconomic and financial situation, social conditions, and environmental dimension.
Based on these analyses, the report concludes that Algeria’s external situation remains satisfactory due to a trade balance that continues to show a surplus, despite an increasingly “geopolitical” global context. It highlights the growing prosperity of the gas market, influenced by these factors, and the unique characteristics of this energy product, which give it a special role in the energy transition process.
Financially, the report underscores the significance of the national fiscal policy adopted, which focuses on rationalizing the use of public resources and their optimal utilization. It promotes transparency in budget management, supports economic revival, fosters a social and solidarity policy, and preserves citizens’ purchasing power.
The report also notes that demographic development is “both an opportunity and a challenge,” as the population presents significant potential for economic and social development, especially through the optimal use of active age groups, particularly women and youth.
According to the CNESE report, there has been “notable progress” in living standards and well-being, with non-monetary approaches showing appreciable improvements resulting from a significant reduction in multidimensional poverty.
Initiatives such as the de-encapsulation initiative launched in 2020 have helped overcome deprivation by providing essential basic services to citizens. Furthermore, the healthcare situation has improved, with increased healthcare infrastructure and practitioners enhancing national healthcare coverage.
In the environmental sector, some progress has been made, particularly in waste management, protected area conservation, and combating climate change, despite a series of encountered constraints.
Simultaneously with this report, CNESE released its assessment of social and human development for the period from 2019 to 2023. This evaluation highlighted significant achievements and challenges in Algeria within this domain, providing an analytical overview of the policies implemented and the outcomes achieved in terms of social advancement.
The report emphasizes the various measures taken by public authorities in recent years aimed at combating financial vulnerability among families, preserving purchasing power, facilitating economic inclusion—particularly for youth and women—enhancing participation in wealth generation, and ensuring access to basic services.
According to the report, these efforts across various sectors in Algeria have yielded tangible results. The country is classified among those with high human development, according to United Nations Development Programme (UNDP) reports, which underscore Algeria’s leadership in the Maghreb region in terms of human development.
